Project Description: The purpose of this contract is to conduct an Impact Evaluation of the forthcoming SME Development Activity in Serbia. The impact evaluation is expected to measure changes in development outcomes that are attributable to the SME development activity's interventions. This will allow for observing the differences in development outcomes between those subject to the Activity's interventions and those that are not, which, together with the cost-effectiveness analysis, will test the theory of change on which the SME Activity is based, as well as USAID/ Serbia's programing in economic development. Design and implementation of the evaluation will be closely coordinated with USAID/Serbia (the Mission) and the current Activity.

Key Responsibilities:

  • Responsible for ensuring gender dimensions are considered in all components of the evaluation
  • Serve as a primary liaison to USAID/Serbia on matters of gender
  • Ensure compliance with USAID policies and regulations regarding gender, and work to improve the enabling environment for successful integration of gender equality and female empowerment
  • Identify and address gender issues strategically at the design, implementation, and evaluation stages of the project cycle

Required Qualifications:

  • Advanced degree (Masters/PhD) in gender, anthropology, sociology, development studies, or related field
  • Minimum 5 years' experience in gender mainstreaming, research, analysis, and publication
  • Experience in collecting and formulating gender responsive indicators and sex-disaggregated data and preparing gender responsive analysis and evaluation
  • Substantial knowledge of gender and social matters in the economy and the country
  • Experience or knowledge in in gender-sensitive financial and cost-effectiveness analysis
  • Experience in evaluation design, methods, management, and implementation
  • Superior written and oral communication skills in English
