Background:

The Feed the Future Bangladesh Trade Activity aims to improve economic growth in Bangladesh through the following objectives:

  • Improving Trade Facilitation;
  • Improving Business Enabling Environment; and
  • Promoting Best Practices in Economic Growth Activities and their Application.

This includes facilitating an improved policy environment to promote sustainable economic growth and prosperity, improved regional economic cooperation, sound management of institutions, and good governance while also expanding markets for U.S. goods and services in the Indo Pacific. This activity will also address efficiency and transparency in the business enabling environment.

The Feed the Future Bangladesh Trade Activity currently assists the Government of Bangladesh to improve trade facilitation and simplify business startup procedures, while providing technical support to exporters of food products subject to food safety controls. We wish to expand our service offerings to support private sector actors that provide support to exports to improve their service offerings. This might include such actors as freight forwarders, shipping agents, warehouse operators, private inland container depots, cold chain operators, packagers, aggregators, and export financiers that are crucial to exporters to be internationally competitive.

Position Description:

The Private Sector Enabling Infrastructure (PSEI) Team Leader will lead the Activity's 3rd Objective which will drive the improvement of services available to exporters. He/she will be responsible for the following tasks:

  • Identify private sector and civil society counterparts to develop partnerships.
  • Negotiate 9-to-15-month action plans with partners in the private sector and civil society, and draft Memoranda of Understanding with them.
  • Oversee the implementation of technical assistance to partners.
  • Identify short-term technical assistance needs, draft scopes of work (SOW) for short-term consultants, negotiate SOW with consultants, manage the technical onboarding of consultants to the project, and ensure consultants are performing according to their SOWs.
  • Manage and mentor a team of 3-5 specialists under Objective 3 and conducting quarterly performance appraisals.
  • Provide technical and management support to the COP.
  • Edit consultant reports and deliverables to assure strong writing, grammatical correctness, and conformity with USAID guidelines and expectations.
  • Review reports prepared under Objective 3 to ensure the Feed the Future Bangladesh Trade Activity is compliant with USAID rules and regulations, and IDG policies and procedures.
  • Work with the Objective Leads to support the M&E Specialist to develop and implement the M&E plan and the project M&E system.
  • Other duties as requested.

Deliverables

The Private Sector Enabling Infrastructure Team Leader shall be responsible for working with the logistics and transport specialists, business services specialists, the M&E Specialist, and the Gender Specialist in support of the following deliverables:

  • SOW for Short Term Consultants
  • Annual Workplans
  • Quarterly Progress Reports
  • M&E plan
  • Weekly reports
  • Other reports/documents as requested by the COP.

All deliverables must be presented in a timely manner and prior to any deadlines set by the COP, Home Office PMU, or USAID.

Minimum Qualifications

  • A minimum of a bachelor's degree from an accredited institution is required. A master's degree is highly desirable.
  • A minimum of two years experience managing USAID teams is required.
  • A minimum of 10 years of demonstrated engagement with the transport and logistics industry as either a consultant or directly working in the field.
  • An in-depth understanding of international best practices of exporting products is required. It is highly desired that the candidate reflects an understanding of the particular challenges of exporting perishable food goods.
  • A basic understanding of international food safety requirements is required.
  • An understanding of customs procedures, the World Trade Organization, and the Trade Facilitation Agreement is desirable.
  • Working knowledge of transport and logistics associations in Bangladesh is desired.
  • Written and spoken fluency in English is required. Understanding of Bengali is desired.

Reporting Requirements

The PSEI Team Leader will report to the COP.

Place of Work

The PSEI Team Leader will be based in Dhaka, Bangladesh.
