Post reports to: The selected candidate(s) will work in the DFFE offices, within DFFE policy and procedures, under the direct supervision of the Chief Director: Climate Change Monitoring and Evaluation - Change Information. The selected candidate will be required to report monthly to the USAID/Southern Africa Environment Team Leader, or a designated representative, on progress toward the Key Performance Areas detailed within this SOW.

INTRODUCTION

This Statement of Work (SOW) is for a suitably qualified person to work as an advisor/consultant with the South Africa Department of Forestry, Fisheries, and Environment (DFFE) and IDG. The successful candidate is expected to spend forty (40) hours per week for up to thirty-six (36) months working within DFFE as a Specialist Adviser: Greenhouse Gas Inventory (IPPU) Consultant. The selected candidate will work in the DFFE offices, within DFFE policy and procedures, under the direct supervision of the DFFE Chief Director of Climate Change Monitoring and Evaluation Change Information. The selected candidate will be required to report monthly IDG on progress toward the Key Performance Areas detailed within this SOW.

BACKGROUND

The U.S. Government (USG), through USAID/SA, partnered with the South African Government, through DFFE, to support Low Emissions Development (LED) or green growth. These efforts are part of a broader USG initiative called Enhanced Capacity for Low Emissions Development (EC-LEDS) which supports developing countries' efforts to pursue long-term, transformative development and accelerate sustainable, climate-resilient economic growth while slowing the growth of greenhouse gas emissions. The initiative builds capacities in partner countries, provides targeted technical assistance and builds a shared global knowledge base on LEDS. This support is country-driven, creating and implementing local LEDs assistance tailored to each country's unique capacity, technical, analytical, and policy needs. The USG's commitment to partnering with the South African Government (SAG) on Low Emissions Development was formalized in an agreement with the South African National Treasury in December 2011. While the support program works across economic sectors and Ministries, the DFFE is the lead coordinating Ministry. USAID/SA engaged IDG to implement the SA-LED project.

Job Purpose/ Objective

The primary objective of this position is to:

  • To lead the compilation of South Africa's greenhouse gas inventory (IPPU sector).
  • To support the operationalization of the national system for the greenhouse gas inventory.
  • To support the implementation of the greenhouse gas improvement projects.
  • To support the operationalization of the greenhouse gas reporting regulations.

SUPERVISORY RELATIONSHIP

The candidate will report directly to the Chief Director: Climate Change Monitoring and Evaluation Change Information, and coordinate with IDG.

LOGISTICS MANAGEMENT

The selected candidate will be stationed physically in the DFFE offices in Pretoria, South Africa, and will be expected to travel throughout South Africa as needed to work with National, Provincial and Local Government and relevant stakeholders.

PERIOD OF PERFORMANCE

The contract will be for up to thirty-six (36) months based on a continued satisfactory performance appraisal by the Chief Director: Climate Change Monitoring and Evaluation Change Information and the USAID/SA Contracting Officer Representative (COR) and subject to availability of funding from USAID/SA.
