Deputy Chief Of Party

Overview

International Development Group, LLC is an international development consulting firm that assists donors, governments, and the private sector to create and take advantage of opportunities for sustainable, broad-based economic development and poverty reduction. IDG provides entrepreneurs and policymakers with the practical tools needed to achieve real and measurable impact for their communities and countries. IDG assistance programs aim to build the capacity, skills, and knowledge of local individuals and institutions in the public, private, and not-for-profit sectors, fostering synergies between local knowledge and international experience. IDG is seeking an experienced Deputy Chief of Party (DCOP) to lead an anticipated USAID trade project in Timor Leste.

Specific Tasks

The Deputy Chief of Party will be responsible for the following tasks:

  • Manages the project operations support system including the implementation of all financial, logistical, and administrative components of the project. Serves as a backstop to the COP as needed during their absence.
  • Design and lead technical activities according to the objectives of USAID and other relevant stakeholders.
  • Lead engagement with government counterparts and USAID as needed.
  • Manage and oversee project technical activities and deliverables, in collaboration with the COP.
  • Ensure cross-cutting elements are communicated and integrated across all project activities, in collaboration with the COP.
  • As needed, identify short-term technical assistance needs, draft scopes of work (SOWs) for short-term consultants, manage the technical onboarding of consultants to the project, and ensure consultants are performing according to their SOWs.
  • Assist in overseeing the design of quality M&E activities, and regularly evaluate results to adapt and continuously implement improvements.
  • Oversee the establishment of field policies and procedures.
  • Recruit, train, and manage the field office staff as needed.
  • Oversee project implementation and ensure quality standards are met.
  • Support the management and supervision of staff.
  • Provide support to the COP and other duties as requested.

Reporting Requirements

The DCOP will report to the Chief of Party through regular briefings and dialogue.

Qualifications

  • A minimum of 10 years' experience in international development, specifically in trade and/or governance.
  • Advanced degree in international development or a relevant social science discipline.
  • Demonstrated expertise in managing development projects related to trade facilitation.
  • Prior experience in Southeast Asia or other countries with similar context required.
  • Ability to work independently and in a team environment.
  • Ability to interact professionally with a wide range of stakeholders to promote and leverage technical assistance efforts.
  • Strong communication skills both written and oral.
  • Fluency in Portuguese (an advantage).
  • Fluency in English (required).
