Chief of Party


International Development Group, LLC is an international development consulting firm that assists donors, governments, and the private sector to create and take advantage of opportunities for sustainable, broad-based economic development and poverty reduction. IDG provides entrepreneurs and policymakers with the practical tools needed to achieve real and measurable impact for their communities and countries. IDG assistance programs aim to build the capacity, skills, and knowledge of local individuals and institutions in the public, private, and not-for-profit sectors, fostering synergies between local knowledge and international experience. IDG is seeking an experienced Chief of Party (COP) to lead an anticipated USAID trade project in Timor Leste.

Specific Tasks

The Chief of Party will be responsible for the following tasks:

  • Serve as primary liaison and point-of-contact with the Contractors Officers Representative (COR).
  • Lead engagement with government counterparts.
  • Manage and mentor project staff and other consultants, as necessary.
  • Manage and oversee all project technical activities.
  • Ensure cross-cutting elements are integrated across all project activities.
  • Identify short-term technical assistance needs, draft scopes of work (SOW) for short-term consultants, negotiate SOW with consultants, manage the technical onboarding of consultants to the project, and ensure consultants are performing according to their SOWs.
  • Edit consultant reports and deliverables to assure strong writing, grammatical correctness and conformity with USAID guidelines and expectations.
  • Manage the day-to-day operations to ensure the activity is compliant with USAID rules and regulations, and IDG policies and procedures.
  • Ensure quality M&E, and regularly evaluate results, to adapt and continuously improve.
  • Develop and implement all project processes and procedures to meet USAID's needs.
  • Prepare annual work plans, quarterly reports, annual reports, and ad hoc report.
  • Review monthly invoices.

Reporting Requirements

The COP will report to the Home Office Engagement Manager through regular briefings and dialogue.


  • At least 15 or more years of working experience in international development specifically in trade facilitation, logistics, and/or governance activities.
  • Expertise in leading and managing development projects related to trade facilitation.
  • Advanced degree in Economics, International Development, Public Administration, or related field.
  • Prior experience Southeast Asia or other countries with similar context preferred.
  • Ability to work independently and in a team environment.
  • Ability to interact professionally with a wide range of stakeholders to promote and leverage technical assistance efforts.
  • Strong communication skills both written and oral.
  • Fluency in Portuguese (an advantage)
  • Fluency in English language skills(required)
