Position Description:

IDG is seeking an Evaluation Team Leader (TL) to lead multi-year, multi-country performance evaluations relative to USAID Mission Bureau for Resilience and Food Security (BFS) portfolio of projects. These projects cover the areas of agriculture-led growth, resilience, nutrition, water security, sanitation and hygiene. This opportunity is contingent upon USAID's release of a request for proposal and IDG's award of the contract.

Key Responsibilities:

Ensuring overall quality assurance, the Evaluation TL would lead the: 1) design of performance evaluations; 2) management of a team of in-country sectoral and technical experts; 3) field data collection activities; and 4) efficient performance in all aspects of the evaluation. The Evaluation TL will be principally responsible for ensuring high-quality data, analysis and timely reporting. Furthermore, this person will lead the preparation of the evaluation workplan and design; presentation of the evaluation findings; and the delivery of exemplary final reports to USAID. The Evaluation TL is also expected to possess exceptional gravitas in interacting professionally with USAID Mission staff and in-country stakeholders. Finally, the Evaluation Team Leader should have excellent oral and written communication skills.


  • Minimum of 10 years of experience in the implementation of in country field activities in any of the following sectors: agriculture-led growth, resilience, nutrition, and water security, sanitation and hygiene.
  • At least 5-7 years managing M&E projects, including evaluations and learning.
  • Demonstrated experience in designing qualitative and quantitative evaluation methodologies, experimental design, statistical analysis, sampling methodology and/or data collection and analysis.
  • At least 5-7 years' experience serving in the role of an evaluation team leader for 3rd party evaluations. This includes leading diverse local and third country national (TCN) evaluation team members to conduct field surveys, key informant interviews, focus groups, observations and other evaluation methods that assure reliability and validity of the data.
  • Excellent skills in planning, facilitation, and consensus building.
  • Excellent interpersonal skills, including experience successfully interacting with host government officials, civil society partners, and other stakeholders.
  • Knowledgeable in USAID MEL policies and practices, including the ADS evaluation policy, results frameworks, and performance monitoring plans.
  • An advanced degree in evaluation or research or related field related to any of the following areas: agriculture-led growth, resilience, nutrition, and water security, sanitation and hygiene
