International Development Group LLC (IDG) is an international development consulting firm that assists donors, governments, and the private sector to achieve sustainable, broad-based economic development and poverty reduction. International Development Group LLC is seeking qualified Moldovan candidates for the role of Project Director for its Moldova Competitiveness Transition Activity (CTA) in Moldova. The Moldova CTA is a Buy-In from USAID Moldova to USAID's Economic Development, Governance, and Enterprise Growth (EDGE) project.

The purpose of the 15-month Moldova CTA activity is to support the tourism and light manufacturing sectors in Moldova. The project will be implemented through three grants to be awarded to three local organizations in Moldova. It is expected that this activity will contribute to improved competitiveness of the Moldovan private sector in the mentioned sectors in a way that will promote inclusive and sustainable economic recovery and growth and move Moldova along its path to self-reliance.

The Project Director will be responsible for managing and overseeing the provision of technical support and advisory services designed to support the three grantees to effectively carry out their programs.

This position is full-time, and the period of performance of the project will be 15 months. The Project Director must be able to begin working from home until an office space is identified and the conditions with the pandemic permit working from the office.

Principal Duties and Responsibilities:

  • Manage all aspects of the project implementation
  • Serve as primary liaison and point-of-contact with USAID Mission in Moldova and USAID E&E Bureau as appropriate
  • Manage and oversee the work of project staff including short-term technical experts
  • Serve as technical support for the grantees in implementation of grants
  • Identify short-term technical assistance needs, draft scopes of work for short-term consultants, manage the technical onboarding of consultants to the project, and ensure consultants are performing according to their SOWs
  • Edit consultant reports and deliverables to assure strong writing, grammatical correctness, and adherence to USAID expectations
  • Manage the day-to-day operations to ensure the project complies with USAID rules and regulations and IDG policies and procedures
  • Maintain regular communication with Home Office staff regarding project operations and status of deliverables
  • Work with Home Office to develop and implement the Monitoring, Evaluation, and Learning plan
  • Prepare annual work plans; monthly, quarterly, and annual reports as applicable; weekly status updates; and financial reports
  • Review monthly invoices
  • Other duties as requested


  • A minimum of 10 years of relevant professional experience required in the technical area of economic growth, trade and competitiveness, business administration, public administration.
  • A minimum of 5 years of professional experience in one or more countries in the Europe & Eurasia region required.
  • Bachelor's degree from a recognized university in economics, public administration, business management, social sciences, or a related field. Advanced degree is preferred.
  • Working experience in grants management is preferred but not required.
  • Professional level of verbal and written fluency in English and Romanian required.
