Position Description:

The Chief of Party will be responsible for leading and managing the overall operations and technical direction of the USAID/Armenia Financing Self-Reliance Activity. The COP will work closely with USAID/Armenia's Program Office, The Government of Armenia, and local stakeholders to ensure that USAID's assistance to Armenia facilitates reform that fosters journey to self-reliance and build's capacity to improve public financial management.

The USAID/Armenia Financing Self-Reliance Activity is a contract. The solicitation is not yet live and is anticipated to be released in May 2021.

Key Responsibilities:

  • Provide overall project vision, technical leadership, and management.
  • Serve as the primary liaison and point of contact with USAID/Armenia.
  • Ensure the completion of timely reports and deliverables as compliant with USAID and US Government policies and procedures.
  • Provide overall project vision, technical leadership, and management.
  • Develop and implement project processes and structures according to USAID's guidelines.
  • Lead the facilitation of communication with the Government of Armenia, local stakeholders, implementing partners, financial industry associations, and the private sector.
  • Manage the day-to-day management systems as finance and administration, logistics, human resources and strategic operation.
  • Ensure compliance with the terms and conditions of the project's contract.


  • Minimum ten years of professional experience working with issues related to the planning, designing, and implementation of economic growth and financial sector development activities, preferably funded by the United States Government.
  • Relevant technical background in public financial management, domestic resource mobilization, tax administration, tax policy, and related technical backgrounds.
  • Advanced degree in a field relevant to economics, business, development assistance, international affairs, political science, or a closely related field.
  • Demonstrated experience as COP or a similar role managing a multi-year, multi-faceted USAID project relative to economic growth reforms, public financial management or business enabling environments
  • Prior experience in Armenia, former Soviet Union, and/or Eastern Europe.
  • Familiarity with the economic development and financial sector context of Armenia or other countries with similar contexts.
  • Demonstrated experience managing large project staff.
  • Extensive knowledge of USAID operations, regulations, policies, and procedures.
  • Demonstrated experience with building and managing stakeholder relationships with Mission and embassy officials, Government of Armenian officials, and other in country stakeholders to promote technical assistance efforts.
  • Demonstrated excellent communication (both oral and written), interpersonal, and cross-cultural communication skills.
  • Fluency in English language skills and Armenian (preferred).
