Position Description: IDG is seeking a Contract Manager for the anticipated South Africa LED (SA-LED) activity project in Pretoria, South Africa. The U.S. Government (USG), through USAID/SA, has partnered with the South African Government, through Department of Environment, Forestry and Fisheries (DEFF), to support Low Emissions Development (LED) or green growth. These efforts are part of a broader USG initiative called Enhanced Capacity for Low Emissions Development (ECLEDS) which supports developing countries' efforts to pursue long-term, transformative development and accelerate sustainable, climate-resilient economic growth while slowing the growth of greenhouse gas emissions. SA LED will administer the hiring, payment, and management of five local South Africa-based staff to be embedded at the DEFF as well as the procurement of necessary equipment to support the staff throughout the life of the contract.

The Contract manager will work with DEFF to facilitate staffing, manage, and administer payroll and benefits, and conduct performance management evaluations for the five staff. She/he will also lead overall project operations including finance administration and banking, procurement, and logistics. The Contract Manager will serve as a liaison to USAID by providing regular progress report of staff performance and ensure project compliance to USAID rules and regulations.

Key Responsibilities:

  • Management -
    • Liaise with USAID and the South African Department of Environment, Forestry and Fisheries (DEFF) to understand expectations and ensure staff hired meet DEFF needs.
    • Lead the development of position descriptions, recruiting, interviews, selection and vetting, and hiring of the five embedded staff in compliance with DEFF recruitment procedures.
    • Provide ongoing management support to ensure embedded staff are performing according to their SOWs and in line with DEFF policy and procedures.
    • Work with team members to prepare monthly progress reports and ad-hoc reports as requested.
  • Operations and Finance -
    • Lead overall project operations including financial and banking, administrative, procurement, and logistics.
    • Ensure project compliance with USAID and IDG procedures, rules, and regulations.
    • Facilitate the registration of the project with South African authorities.
    • Collect and review timesheets and process monthly payroll for embedded staff.
    • Record all financial transactions into accounting system; project funding needs; develop, manage, and monitor project budgets; and prepare financial reports.
    • Maintain complete files of all documents evidencing compliance with rules, regulations, and procedures.


  • Bachelor's degree from a recognized university.
  • Minimum of 5 years of previous experience in human resources, finance, and contracts administration as well as payroll processing.
  • Previous experience on a USAID project is a plus.
